President Uhuru Kenyatta may be forced to sack Devolution
Cabinet Secretary Anne Waiguru if MPs pass a motion to impeach her. URP
MP Alfred Keter from Nandi yesterday told the Star he has prepared a
no-confidence motion and will file it today with speaker Justin Muturi.
It would be the second effort to impeach Waiguru. The first failed in
May last year after Igembe South MP Mithika Linturi failed to appear to
move his motion. He had accused her of intimidating and threatening
public servants and had garnered 98 signatures. This motion says
Waiguru should be removed for “grossly violating the constitution” in
her management of the National Youth Service, which has lost Sh792
million. “The import of this motion is to convince the National
Assembly of the need to find her culpable and compel the President to
sack her for failing to stop the transaction that led to the loss of
public funds. The loss also lends credence to why the former NYS boss D.
Kiplimo Rugut was removed,” Keter said.

President Uhuru Kenyatta may be forced to sack Devolution Cabinet Secretary Anne Waiguru if MPs pass a motion to impeach her.
URP MP Alfred Keter from Nandi yesterday told the Star he has prepared a no-confidence motion and will file it today with speaker Justin Muturi.
It would be the second effort to impeach Waiguru. The first failed in May last year after Igembe South MP Mithika Linturi failed to appear to move his motion. He had accused her of intimidating and threatening public servants and had garnered 98 signatures.
This motion says Waiguru should be removed for “grossly violating the constitution” in her management of the National Youth Service, which has lost Sh792 million.

Waiguru has faced mounting calls for her to step aside for investigation into the massive loss by the NYS. Numerous other financial irregularities have also been uncovered.
Critics say she is being favoured and unfairly shielded by the President, while others linked with financial improprieties have been required to step aside.
MPs from Deputy President William Ruto's party have joined their colleagues from the opposition to demand Waiguru be suspended.
After Waiguru admitted the loss, 21 NYS officers, including Deputy CEO Adan Halake, have been suspended and are being probed by the DPP over the loss.
Keter accuses Waiguru of, among other things, concealing information leading to the loss.
“She previously said no money had been lost but later made an announcement confirming our earlier fears. She must be held to account because there could be an instance where some people were paid for doing or supplying nothing,” he said.
The constitution says an MP, supported by at least 87 of the 349 members, may propose a motion requiring the President to dismiss a CS on grounds of violating the constitution or any other law.
If the motion is supported by 117 members, the House will appoint an 11-member committee to investigate the allegations and report in 10 days whether they are valid.
The CS has the right to appear and be represented before the committee. If the allegations are substantiated and the committee recommends removal, the CS can address the entire National Assembly.
If the committee's resolution to have the President dismiss the CS receives a majority vote, the speaker will present the House resolution to the President who musti dismiss the CS.
The URP MPs are likely to team up with 133 Cord colleagues. Both Cord leaders Raila Odinga and Kalonzo Musyoka have openly castigated Waiguru over the loss and called for her to step aside over the loss.
